Jorge N, a former Oaxaca official linked to the Cartel del Despojo, is sentenced to eight years in prison.

The Superior Court of Justice of Oaxaca confirmed the first sentence related to the so-called Dispossession Cartel, a corruption network comprised of former officials, notaries, and real estate developers accused of illegally appropriating real estate in the state.

The former director of the Oaxaca Cadastral Institute, Jorge N, was sentenced to 8 years, 7 months, and 15 days in prison, in addition to a fine of 16,141 pesos.40, for the crime of unlawful performance of public service. The judge also ordered his imprisonment in the Tanivet prison while the amount of reparation for the damages is determined, which could exceed 1.6 million pesos.

According to investigations by the Oaxaca State Attorney General’s Office, Jorge N illegally removed four property registry records in 2021, including that of the deceased Dr. Gerardo Ricárdez Bernardino, and used falsified documents to transfer the properties to front men.

Furthermore, the Attorney General’s Office confirmed that Roxana, identified as the former Cadastre Director’s romantic partner, acquired one of the properties using false documentation. Also involved in this operation was notary public Jorge, the former official’s father. He was arrested in March 2024 for his alleged complicity in the crimes of abusive performance of functions and use of false documents.

The investigations are part of a network of at least 213 files opened by the Oaxaca Attorney General’s Office, which point to the existence of a corruption network involving personnel from the Civil Registry, Cadastre, notaries, and officials from the previous administration, headed by Alejandro Murat Hinojosa, current Morena senator.

The investigation established that Jorge ordered the files to be extracted directly from the archives of the Ministry of Finance, and later, the properties began to be claimed by affected individuals, who today claim to be victims of the Dispossession Cartel.

Jorge N was arrested on March 9, 2023, charged days later, and identified as a key player in this network. He still faces at least six other investigation files for crimes such as abuse of authority, influence peddling, document forgery, and fraud.

The Prosecutor’s Office indicated that this is only the first sentence in the case and that more arrest warrants could be executed in the coming days against other former public servants and operators linked to property theft.
