Baby in DIF Oaxaca’s care dies: this is what’s known about the case

State authorities confirmed the death of a seven-month-old baby who was being held by the Oaxaca DIF (National Family Planning Institute) after being recovered last April as part of an investigation into alleged domestic violence.

Margarita Guzmán Corsi, the prosecutor specializing in Gender-Based Crimes against Women, reported that “this investigation began on April 24, 2025, following a report that included a video of likely criminal acts.”

It was thanks to a video captured by a person that the case of a minor being physically and verbally assaulted by a woman became known.

According to the official, after gathering sufficient information, the multidisciplinary team from the Prosecutor’s Office—including experts, state investigative agents, and personnel from the State Attorney General’s Office for the Protection of Children and Adolescents—rescues two sisters, a seven-year-old girl and a four-month-old infant, and admits them to a DIF center.

In the initial medical report, the minor suffered from grade 1 malnutrition. On April 30, a judge ratified the protective measure for both. Guzmán Corsi stated that, after the death, “if the family requests it, an autopsy will be performed and the intervention of a private expert will be permitted.”

For her part, Attorney General Yarib Hernández García reported that since her admission, the baby was diagnosed with “malnutrition and congenital heart disease with a malformation of the circulatory system.” Due to her condition, she was taken several times to the “Dr. Aurelio Valdivieso” General Hospital.

The other minor had injuries, but no serious medical condition. Hernández added that the infant “was not registered, and it wasn’t until August 7 that she was registered.” That same day, the baby developed new complications and was readmitted to the hospital with diagnoses such as cardiogenic shock, acute respiratory failure, dysmorphic syndrome, pulmonary hypertension, and severe malnutrition.

For his part, Oaxaca’s Secretary of Health, Efrén Emmanuel Jarquín González, explained that the minor was the product of an “unplanned pregnancy without prenatal care,” with a history of perinatal asphyxia, prematurity, and family drug addiction. Since birth, she suffered from periventricular leukomalacia, psychomotor retardation, congenital heart disease, persistent pulmonary hypertension, and recurrent pneumonia.

During her last hospitalization, she underwent an antireflux procedure, but “she did not recover from acute respiratory failure exacerbated by her congenital heart disease and pulmonary hypertension,” Jarquín explained.

This clinical history, along with the diagnosis of severe gastroesophageal reflux disease, led in recent weeks to aspiration pneumonia and acute respiratory failure.

The final diagnosis was acute respiratory failure with cardiogenic shock. Authorities are continuing the investigation and supporting the minor’s family.

The minor, identified as M.E.M.G., along with her seven-year-old sister, were victims of child abuse due to neglect.

Since the minor was removed from her home until her death, the family has received comprehensive care from staff at both Oaxaca government agencies. It should be noted that this support will continue until this situation is resolved.
