US government warns of risks on highways 185D and 190 in Oaxaca

The United States maintains Oaxaca at Level 2: Exercise Increased Caution (Updated 2026) due to crime and the presence of criminal groups. Caution is advised, especially on Federal Highways 185D and 190, and in border areas with Chiapas. There are no restrictions for tourist areas such as Oaxaca City, Puerto Escondido, or Huatulco.

Locations:

State of Jalisco (including Puerto Vallarta, Chapala, and Guadalajara)
State of Nayarit (including the Nuevo Nayarit/Nuevo Vallarta area near Puerto Vallarta)
Event: Due to road blockades and criminal activity related to security operations that took place on February 22, U.S. citizens in specific locations in Mexico are urged to shelter in place. U.S. government personnel in Guadalajara (Jalisco), Puerto Vallarta (Jalisco/Nayarit), and Ciudad Guzmán (Jalisco) remain sheltered in place until all blockades are cleared, and we urge U.S. citizens to do the same.

U.S. Animal and Plant Health Inspection Service (APHIS) offices in Chiapas, Guerrero, Michoacán, and Oaxaca continue to operate remotely.

While incidents were reported yesterday, February 22, the situation has returned to normal in the following areas: Baja California (including Tijuana, Tecate, and Ensenada), Quintana Roo (including Cancún, Cozumel, Playa del Carmen, and Tulum), Colima, Guanajuato, State of Mexico, Nuevo León, Oaxaca, Puebla, Querétaro, San Luis Potosí, Sinaloa, Tamaulipas, Veracruz, and Zacatecas. All U.S. government personnel at the Consulate General in Monterrey continue to be instructed to remain within the Monterrey metropolitan area. U.S. government personnel at the Consulate General in Tijuana are observing a curfew from 6:00 p.m. to 6:00 a.m.

FLIGHTS

All airports in Mexico are open, and most are operating normally. If you are traveling through any airport other than Guadalajara or Puerto Vallarta, we have received no indication of security-related flight disruptions. Please check with your airline to confirm the status and schedule of your flight.

Some, but not all, scheduled flights are departing from Guadalajara, and flights have also begun departing from Puerto Vallarta. If your flight to the United States is canceled, it may be possible to book a connecting flight through another Mexican city.
Several airlines have been operating flights from Guadalajara and Puerto Vallarta since the afternoon of February 23. Confirm that your flight is scheduled to depart from Guadalajara or Puerto Vallarta before heading to the airport.

ROADS

We have no reports of road closures ordered by local authorities, although some roads in the state of Jalisco (including the route between Guadalajara and Puerto Vallarta) have not yet fully reopened.

Actions to take:

Stay in a safe place and minimize unnecessary movement.
Avoid areas with law enforcement activity.

Monitor local media for updates.
Follow the instructions of local authorities and, in case of emergency, call 911.
Keep family and friends informed of your location and condition by phone, text message, and social media.
